聚势矿业・鲁企出海｜矿产资源领域国际合作洽谈会在青岛成功举办

6月16日下午，第七届跨国公司领导人青岛峰会“聚势矿业·鲁企出海”矿产资源领域国际合作洽谈会在山东青岛国际会议中心举办。本次洽谈会由山东省人民政府、商务部共同主办，山东省地矿局承办，来自境内外跨国公司、“一带一路”沿线国家政府机构、矿业企业、投资金融机构、商协会及媒体界的150余位嘉宾参会。

On the afternoon of June 16, the "Gathering Momentum in Mining · Shandong Enterprises Going Global" International Cooperation Symposium on Mineral Resources, held within the framework of the 7th Multinational Corporations Leaders Summit Qingdao, took place at the Qingdao International Conference Center. The symposium was jointly organized by the People's Government of Shandong Province and the Ministry of Commerce, and hosted by the Shandong Provincial Bureau of Geology and Mineral Resources. More than 150 guests attended the event, representing multinational corporations from both home and abroad, government agencies from countries along the "Belt and Road," mining enterprises, investment and financial institutions, business associations, and media outlets.

山东省人民政府副省长李晓龙，肯尼亚矿业部常务部长托马斯·姆瓦乌·穆特维瓦，中国地质调查局党组成员、副局长丰成友，中国矿业联合会党委书记、会长程利伟，中国黄金集团有限公司党委书记、董事长周洲出席并致辞。中国科学院院士杨经绥、中国工程院院士唐菊兴发表主旨演讲。山东省地矿局党组书记、局长张成伟作专题推介。

Li Xiaolong, Vice Governor of Shandong Provincial People's Government; Thomas Mwau Mutwiwa, Permanent Secretary of the Ministry of Mining of the Republic of Kenya; Feng Chengyou, Member of the Party Leadership Group and Deputy Director of the China Geological Survey; Cheng Liwei, Party Secretary and President of the China Mining Federation; and Zhou Zhou, Party Secretary and Chairman of China National Gold Group Co., Ltd., attended the event and delivered speeches. Yang Jingsui, Member of the Chinese Academy of Sciences, and Tang Juxing, Member of the Chinese Academy of Engineering, delivered keynote speeches. Zhang Chengwei, Party Secretary and Director of the Shandong Provincial Bureau of Geology and Mineral Resources, gave a special promotional presentation.

李晓龙指出，山东是中国东部沿海的人口大省、经济大省、文化大省，也是资源大省、开放大省。面向未来，山东将坚持平等互利、合作共赢的原则，与全球伙伴深化资源勘探、开发利用、贸易流通合作，积极构建安全稳定的矿产资源合作体系。鼓励鲁企出海布局、外企来鲁兴业，联合开展技术攻关，促进产业链延链补链强链，提升矿业产业核心竞争力。坚持生态优先、绿色低碳，大力推广绿色勘查、清洁开采技术，实现矿业开发与生态保护和谐共生。

Li Xiaolong pointed out that Shandong, located on China's eastern coast, is a major province in terms of population, economy, culture, resources and opening-up. Going forward, adhering to the principles of equality, mutual benefit and win-win cooperation, Shandong will deepen collaboration with global partners in mineral resource exploration, development, utilization, trade and circulation, and strive to build a secure and stable mineral resources cooperation system. Shandong will encourage local enterprises to invest overseas and foreign enterprises to set up businesses in the province. Joint technological research will be carried out to extend, supplement and strengthen the industrial chain and boost the core competitiveness of the mining industry. Upholding ecological priority, green and low-carbon development, Shandong will vigorously promote green exploration and clean mining technologies to realize harmonious coexistence between mining development and ecological protection.

托马斯·姆瓦乌·穆特维瓦高度评价山东省地矿局的技术创新能力，期待双方在地质调查、矿产勘查、数据管理等方面深化务实合作。

Thomas Mwau Mutwiwa spoke highly of the technological innovation capacity of the Shandong Provincial Bureau of Geology and Mineral Resources, and looked forward to deepening pragmatic cooperation between the two sides in fields including geological survey, mineral exploration and data management.

丰成友表示，中国地质调查局多年来持续推动共建“一带一路”高质量发展，保障国家能源资源安全，系统推进全球地矿领域务实合作。他倡议共建数据共享平台、深化全链条协同合作、健全常态化对接机制，携手构建安全稳定的全球矿业合作新格局。

Feng Chengyou stated that the China Geological Survey has for years continuously advanced the high-quality development of the Belt and Road Initiative, safeguarded national energy and resource security, and systematically promoted pragmatic cooperation in the global geological and mining sector. He proposed jointly building a data sharing platform, deepening whole-industry-chain collaborative cooperation, and improving regular communication mechanisms, so as to jointly foster a new landscape of secure and stable global mining cooperation.

程利伟指出，山东省地矿局实现了从“借船出海”到“造船远航”的跨越式发展，在20余个国家和地区开展稳定的业务合作。中国矿业联合会将继续与各方保持紧密合作，积极支持山东打造具有国际竞争力的矿业合作新高地，共同推动中国矿业高水平对外开放。

Cheng Liwei pointed out that the Shandong Provincial Bureau of Geology and Mineral Resources has achieved leapfrog development from "setting sail by borrowing a vessel" to "voyaging far by building its own ship", and carried out steady business cooperation in more than 20 countries and regions. The China Mining Federation will continue to maintain close cooperation with all parties, actively support Shandong in building a new highland for internationally competitive mining cooperation, and jointly advance the high-level opening-up of China's mining sector.

周洲表示，中国黄金集团愿与山东省地矿局及省内优秀企业协同出海，深耕“一带一路”沿线国家，共同开发海外优质矿产资源，维护全球产业链供应链安全稳定。

Zhou Zhou stated that China National Gold Group is ready to go global in collaboration with the Shandong Provincial Bureau of Geology and Mineral Resources and outstanding local enterprises in Shandong, deepen its presence in countries along the Belt and Road Initiative, jointly develop high-quality overseas mineral resources, and safeguard the security and stability of global industrial and supply chains.

主旨演讲环节由山东省地矿局党组成员、副局长张辉主持。杨经绥院士分析了“一带一路”沿线国家资源禀赋与合作潜力，建议山东矿业企业发挥地质技术长板、坚持合规经营、组建复合型团队集群出海。唐菊兴院士剖析了我国铜资源供需形势，建议确立“立足国内、放眼周边”的资源战略，加快构建多元稳定的资源保障体系。

The keynote speech session was presided over by Zhang Hui, Member of the Party Leadership Group and Deputy Director of the Shandong Provincial Bureau of Geology and Mineral Resources. Academician Yang Jingsui analyzed the resource endowments and cooperation potential of countries along the Belt and Road Initiative, and advised mining enterprises in Shandong to leverage their strengths in geological technologies, operate in compliance with laws and regulations, and form interdisciplinary teams to pursue overseas expansion in clusters. Academician Tang Juxing reviewed the supply and demand situation of copper resources in China, and proposed adopting a resource strategy of basing ourselves on domestic resources while looking to neighboring regions, so as to accelerate the development of a diversified and stable resource guarantee system.

张成伟在专题推介中介绍，山东省地矿局累计探明全国四分之一黄金储量，发现中国首个金刚石原生矿、最大蓝宝石矿。海外足迹遍及30多个国家和地区，在苏丹探获金资源量80余吨，在刚果（布）发现近20亿吨特大型钾盐矿，在莫桑比克圈定5处锆钛砂矿预测区，在肯尼亚探明特大型硅藻土矿并已进入开发阶段。在沙特完成高精度地质填图约1.2万平方公里，在安哥拉帮助建立国家技术标准，在塞内加尔建成32口饮用水井。他向与会各方发出三项合作倡议：深化政府与机构间合作，共建稳定畅通的合作机制；深化产业与企业间合作，共筑安全高效的资源供应链；深化科技与人才合作，共促绿色可持续的矿业发展。他表示，山东省地矿局将始终牢记习近平总书记殷切嘱托，坚定不移服务国家战略和山东发展大局，持续深耕“一带一路”矿产资源国际合作，为保障国家能源资源安全、服务山东高水平对外开放贡献更大力量。

In his special promotional presentation, Zhang Chengwei introduced that the Shandong Provincial Bureau of Geology and Mineral Resources has discovered a quarter of China's proven gold reserves, and located China's first primary diamond deposit as well as the largest sapphire deposit. It has carried out business in more than 30 countries and regions across the globe: over 80 tons of gold resources have been verified in Sudan; an extra-large potash deposit with reserves of nearly 2 billion tons has been discovered in the Republic of the Congo; five prospective zircon-titanium placer deposit areas have been delineated in Mozambique; and an extra-large diatomite deposit in Kenya has entered the development phase. The bureau has completed high-precision geological mapping covering approximately 12,000 square kilometers in Saudi Arabia, helped Angola establish national technical standards, and built 32 drinking water wells in Senegal.He put forward three cooperation initiatives to all participants: first, deepen government-to-institutional cooperation to build stable and smooth cooperation mechanisms; second, strengthen industrial and enterprise collaboration to forge a secure and efficient resource supply chain; third, advance scientific, technological and talent cooperation to boost the green and sustainable development of the mining sector. Zhang noted that the Shandong Provincial Bureau of Geology and Mineral Resources will always keep in mind the earnest instructions of General Secretary Xi Jinping, unswervingly serve national strategies and the overall development of Shandong, continuously deepen international mineral resources cooperation under the Belt and Road Initiative, and make greater contributions to safeguarding national energy and resource security and supporting the high-level opening-up of Shandong Province.

会上，山东省地矿局分别与中国黄金集团、中煤矿山建设集团签署战略合作协议。各方将在矿产勘查、资源储备、矿业权合作、矿山建设、生态修复、科技创新等领域开展全方位合作，共同探索“技术+矿权+投资”新模式。

At the meeting, the Shandong Provincial Bureau of Geology and Mineral Resources signed strategic cooperation agreements respectively with China National Gold Group and China Coal Mine Construction Group. All parties will carry out all-round cooperation in such fields as mineral exploration, resource reserve, mining right cooperation, mine construction, ecological restoration and scientific and technological innovation, and jointly explore a new cooperation model featuring "technology + mining rights + investment".

圆桌对话环节，肯尼亚矿业部许可合规与执法局局长格雷戈里·恩扎武·基图库、中国出口信用保险公司山东分公司副总经理王维松、力拓中国政府关系总经理南利辉、中国地质科技公司（沙特）总经理黄志新、山东鑫海矿业集团董事长张云龙、苏丹中资矿业协会会长孙军波、中非民间商会副会长吕翠峰等嘉宾，围绕“筑牢资源压舱石——跨国勘查开发投资与合作新机遇”的主题，从政策环境、金融赋能、技术突破、装备实战、区域投资、商会桥梁等不同角度深入交流。

During the roundtable dialogue session, Gregory Nzavu Kituku, Director of the Licensing, Compliance and Enforcement Authority under the Ministry of Mining of Kenya; Wang Weisong, Deputy General Manager of Shandong Branch of China Export & Credit Insurance Corporation; Nan Lihui, General Manager of Government Relations, Rio Tinto China; Huang Zhixin, General Manager of China Geological Technology Company (Saudi Arabia); Zhang Yunlong, Chairman of Shandong Xinhai Mining Group; Sun Junbo, President of the Chinese-funded Mining Association in Sudan; and Lü Cuifeng, Vice President of the China-Africa Business Council, together with other distinguished guests, held in-depth exchanges from multiple perspectives including policy environment, financial empowerment, technological breakthroughs, practical equipment application, regional investment and the bridging role of chambers of commerce, centering on the theme of Consolidating the Cornerstone of Resources: New Opportunities for Transnational Exploration, Development, Investment and Cooperation.
