6月16日，第七届跨国公司领导人青岛峰会绿色能源赋能高端化工产业创新发展论坛在山东青岛举行。山东省滨州市委书记李春田作了题为《“绿”动滨州  向“新”而行》的致辞。

June in Qingdao is refreshingly pleasant and scenically picturesque. I am very delighted to take advantage of the Summit's momentum to discuss cooperation, explore development, and envision the future together with both new and old friends. On behalf of the Binzhou Municipal Committee of the Communist Party of China and the Binzhou Municipal People's Government, I would like to extend our warm congratulations on the convening of this forum, and express our sincere gratitude to all of you for your long-standing care, attention, and support for Binzhou's development.

习近平总书记强调，绿色发展是高质量发展的底色，新质生产力本身就是绿色生产力。国家“十五五”规划纲要提出，加快经济社会发展全面绿色转型。滨州是工业大市、制造大市、用能大市，我们正致力于全面绿色转型，加快建设环渤海先进制造高地、新能源经济发展高地，打造绿色低碳高质量发展先行区“滨州样板”。

General Secretary Xi Jinping emphasized that green development underpins high-quality development, and new quality productive forces are inherently green productive forces. The Outline of the 15th Five-Year Plan for National Economic and Social Development proposes to accelerate the comprehensive green transition of economic and social development. As a major industrial, manufacturing and energy-consuming city, Binzhou is pressing ahead with its comprehensive green transition, striving to build a highland for advanced manufacturing in the Bohai Rim and a highland for new energy economic development, and forge a Binzhou model for the Pilot Zone for Green, Low-Carbon and High-Quality Development.

本次论坛的主题是“绿能耦合高端化工 科技赋能动力未来”。以精细化工为代表的传统制造业是滨州实体经济的压舱石，以绿色能源为支撑的新能源产业是滨州绿色转型的新引擎，两者相互耦合，将助推滨州“传统制造”加速迈向“绿色制造”，也为各界精英翘楚投资滨州、兴业滨州，铺设更多创新创业的赛道。我们诚邀广大企业走进“海韵河秀”的滨州，选择“风光无限”的滨州，投资“实业创新”的滨州，扎根“通达四海”的滨州，共享共赢全面绿色转型的时代机遇。

The theme of this forum is "Integrating Green Energy with High-End Chemical Industry, Empowering the Dynamic Future through Science and Technology". Traditional manufacturing represented by fine chemical industry serves as the ballast stone of Binzhou's real economy, while the new energy industry underpinned by green energy acts as a new engine driving Binzhou's green transition. The coupling of the two will accelerate Binzhou's transformation from traditional manufacturing to green manufacturing, and create more avenues for innovation and entrepreneurship for outstanding elites from all sectors to invest and start businesses in Binzhou. ——“海韵河秀”的滨州，处处“绿意盎然”。滨州地处“渤海之滨、黄河之州”，北有182公里海岸线，中有94公里黄河穿城而过，南有国家级森林公园鹤伴山，山海河城浑然一体，是国家园林城市、国家森林城市、全国文明城市。黄河文化、孙子文化、齐文化、红色文化、吕剧文化在这里交相辉映，著名军事家孙武、北宋政治家范仲淹、清代帝师杜受田等历史名人在这里成长生活，铸就了滨州厚重的人文底蕴。

— Binzhou, a city blessed with charming coastal and river scenery, is enveloped in lush greenery everywhere. Nestled on the shores of the Bohai Sea and along the Yellow River, Binzhou boasts a 182-kilometer coastline to the north, with a 94-kilometer section of the Yellow River running through the urban area in the middle. To its south lies Heban Mountain National Forest Park. Integrating mountains, sea, rivers and urban landscapes seamlessly, Binzhou is a National Garden City, National Forest City and National Civilized City. Here, the Yellow River Culture, Sunzi Culture, Qi Culture, revolutionary culture and Lv Opera Culture shine brightly side by side. Many historical celebrities once lived and grew up in this land, including the renowned military strategist Sun Wu, Fan Zhongyan, a statesman of the Northern Song Dynasty, and Du Shoutian, an imperial tutor in the Qing Dynasty, who have endowed Binzhou with profound cultural heritage.

——“风光无限”的滨州，处处“绿能澎湃”。滨州风、光、氢等绿能资源富集，拥有167万亩未利用地，可开发风电、光伏总装机规模超过6000万千瓦；拥有年产20万吨的氢气产能，入选京津冀氢燃料电池汽车示范城市群、国家首批能源领域氢能试点单位；渤海湾最大凝析气田渤中19－6在滨州登陆，达产后年上岸天然气可达15亿方。近年来，我们聚力发展新能源产业，布局建设了一大批风光发电项目、熔盐储能项目、装备制造项目、算电协同项目，以及源网荷储一体化项目。2025年，滨州新能源装机规模历史性突破千万千瓦，新能源新材料产业营收跨上千亿元台阶，成为全市第六个千亿级产业集群。

— Binzhou, endowed with abundant wind and solar energy resources, is brimming with vigorous green energy momentum. Rich in wind, solar, hydrogen and other green energy resources, Binzhou has 1.67 million mu of unused land, with an exploitable total installed capacity of wind power and photovoltaic power exceeding 60 million kilowatts. Boasting an annual hydrogen production capacity of 200,000 tons, Binzhou has been incorporated into the Beijing-Tianjin-Hebei Demonstration City Cluster for Hydrogen Fuel Cell Vehicles and listed among China’s first batch of pilot institutions for hydrogen energy in the energy sector. The Bozhong 19-6 Gas Field, the largest condensate gas field in the Bohai Bay, makes its onshore connection in Binzhou, which can deliver up to 1.5 billion cubic meters of natural gas on land annually upon reaching full production capacity. In recent years, we have focused on fostering the new energy industry, rolling out a host of wind and solar power generation projects, molten salt energy storage projects, equipment manufacturing projects, computing-power-grid coordination projects, as well as integrated projects covering source, grid, load and storage. In 2025, Binzhou’s installed capacity of new energy hit a record high of over 10 million kilowatts, and the revenue of the new energy and new materials industry surpassed 100 billion yuan, evolving into the city’s sixth industrial cluster with an annual output value exceeding 100 billion yuan.

“十五五”期间，我们将加快建设山东最大的鲁北（滨州）风光储输一体化基地，健全新型储能、绿电直连等消纳调控体系，深化“新能源＋化工”“新能源＋算力”等耦合协同发展，让产业用上更多绿电，加快打造渤海湾未来科技动力产业城。诚邀广大企业选择“风光无限”的滨州，与我们一起竞逐“绿能澎湃”的风口赛道。

During the 15th Five-Year Plan period, we will accelerate the development of the integrated wind-solar-storage-transmission base in Northern Shandong (Binzhou), the largest one in Shandong Province. We will improve the consumption and regulation systems including new-type energy storage and direct green power connection, and further advance the coupled and coordinated development models such as "new energy plus chemical industry" and "new energy plus computing power". These efforts will enable industries to access more green electricity and speed up the building of a future technological and dynamic industrial city in the Bohai Bay. We sincerely invite enterprises to choose Binzhou, a region blessed with abundant wind and solar resources, and join us to seize the promising opportunities in the booming green energy sector.

——“实业创新”的滨州，处处“绿智融合”。我们坚持工业立市、实业强市不动摇，培育形成了“6738N”现代产业集群，高端铝业、精细化工、智能纺织、食品加工、畜牧水产、新能源新材料等六大千亿级产业集群去年营收超过1.4万亿，低空经济、医养健康、高端装备等新兴产业裂变扩容。我们坚持以科技创新推动产业智能化、绿色化、融合化，全社会研发投入占GDP比重达到3.59%，连续五年位居山东省首位。建成国家卓越级智能工厂6家、省级先进级智能工厂32家、省级以上绿色工厂66家。82项产品产量或市场占有率位居全国第1位、19项位居全球第1位。特别是，滨州作为全国重要的高端石化产业基地，拥有京博石化、滨化集团等5家省级“链主”企业、6家化工上市企业和7家省级化工园区，集群入选山东省“十强”产业“雁阵形”集群，2025年精细化工产业集群营收达到2507亿元。改性聚乙烯、固体烧碱、纤维级聚苯硫醚树脂、油系针状焦等全国市场占有率分别为70％、50％、45％、37％。总投资近900亿元的“北鲲计划”、总投资398亿元的万华绿电产业园等百亿级项目加速推进，全部投产后可实现年产值超2500亿元。

— Binzhou, a hub for industrial innovation, features extensive integration of green development and smart technologies. We remain firmly committed to boosting urban development through industry and strengthening the city with the real economy, having fostered the modern industrial cluster framework known as the "6738N". The six industrial clusters each with an annual revenue exceeding 100 billion yuan, namely high-end aluminum, fine chemical industry, intelligent textile, food processing, animal husbandry and aquaculture, as well as new energy and new materials, posted a total revenue of over 1.4 trillion yuan last year. Emerging sectors including low-altitude economy, healthcare and elderly care, and high-end equipment manufacturing have achieved explosive growth and expansion. We leverage scientific and technological innovation to drive the intelligent, green and integrated transformation of industries. The ratio of total R&D spending to GDP reached 3.59%, ranking first in Shandong Province for five consecutive years. Six national excellent-level smart factories, 32 provincial advanced-level smart factories and 66 green factories at or above the provincial level have been built in the city. The output volume or market share of 82 products ranks first nationwide, and that of 19 products tops the global list. As a key national base for high-end petrochemical industry, Binzhou is home to five provincial leading chain enterprises including Jingbo Petrochemical and Binhua Group, six listed chemical enterprises and seven provincial-level chemical industrial parks. Its industrial cluster has been designated as one of the goose-shaped clusters under Shandong’s Top Ten Industries. In 2025, the revenue of the fine chemical industrial cluster hit 250.7 billion yuan. The domestic market shares of modified polyethylene, solid caustic soda, fiber-grade polyphenylene sulfide resin and oil-based needle coke stand at 70%, 50%, 45% and 37% respectively. Hundred-billion-yuan major projects are being pushed forward at a rapid pace, including the Beikun Initiative with a total investment of nearly 90 billion yuan and Wanhua Green Power Industrial Park with a total investment of 39.8 billion yuan. Once fully operational, these projects will generate an annual industrial output value of over 250 billion yuan.

During the 15th Five-Year Plan period, we will accelerate the development of the national pilot city for the technological upgrading of the manufacturing sector, advance industrial optimization and upgrading, and strive to build Binzhou into a highland for advanced manufacturing in the Bohai Rim. We sincerely invite enterprises to invest in innovation-driven industrial Binzhou and jointly explore the broad prospects enabled by integrated green and smart development.

——“通达四海”的滨州，处处“绿潮涌动”。我们全面构建“四港联动、四网联通”绿色高效交通运输体系，推进“公转铁”“公转水”“公转管”等多式联运，“滨新欧”“滨海欧”班列连通全球，小清河黄金水道全线通航，全球首艘万吨级近海新能源散货船在滨州启航，2025年全市低碳运输量突破亿吨。特别是，济滨高铁、京沪高铁二通道将陆续通车，TIR国际公路运输常态化运行，全市外贸实绩企业突破1500家，滨州连续八年入选中国外贸百强市。

— Binzhou, with convenient transportation linking the whole world, is witnessing an upsurge in green development across the board. We have fully established a green and efficient transportation system featuring the linkage of four ports and connectivity of four transport networks, and promoted multimodal transport modes such as shifting road freight to railway, waterway and pipeline transport. The Binzhou-Xinjiang-Europe and Binzhou-Binhai-Europe freight trains connect Binzhou to the rest of the world, the Xiaoqing River golden waterway is fully open to navigation, and the world’s first 10,000-ton coastal new energy bulk carrier set sail from Binzhou. In 2025, the city’s low-carbon freight volume exceeded 100 million tons. In particular, the Jinan-Binzhou High-speed Railway and the Second Beijing-Shanghai High-speed Railway Channel will be put into operation one after another, and TIR international road transport has achieved regular operation. The number of enterprises with actual foreign trade performance in Binzhou has surpassed 1,500, and Binzhou has been listed among China’s Top 100 Cities in Foreign Trade for eight consecutive years.
