中德跨国公司本土化发展圆桌论坛在青岛举办

深化双向合作 共探发展之路

6月16日，作为第七届跨国公司领导人青岛峰会的重要平行活动，中德跨国公司本土化发展圆桌论坛在山东青岛国际会议中心成功举行。

On June 16, as a key parallel event of the 7th Multinationals Summit in Qingdao, the Sino-German Roundtable on Corporate Localization was successfully held at the Qingdao International Conference Center in Shandong.

论坛聚焦德企在华深耕、中企赴德布局、合规经营与环境社会治理等核心议题，汇聚两国政企代表和行业高管，共话机遇、共解难题，进一步夯实青岛对德合作的桥梁纽带作用，推动中德产业合作向更深层次、更广领域迈进。

The forum focused on core topics including the deep-rooted operations of German companies in China, the expansion of Chinese enterprises into Germany, compliance management, and ESG (Environmental, Social and Governance) practices. It brought together government and business representatives as well as industry executives from both countries to discuss opportunities and address challenges, further strengthening Qingdao's role as a bridge for cooperation with Germany and promoting deeper and broader Sino-German industrial collaboration.

本次论坛由德国北威州国际商务署承办，中欧企业联盟、青岛市商务局、青岛市外办、青岛中德生态园联合协办。山东省商务厅副厅长张新竹，青岛市西海岸新区工委副书记、青岛自贸片区、中德生态园管委主任高善武，德国驻华使馆经济总处工业和商务参赞阿斯夫·哈利洛维奇，中国工商银行副行长张伟武出席活动并分别致辞。致辞嘉宾立足中德经贸合作趋势、青岛对德产业载体优势、跨境金融配套支撑等维度，分享各自观点，一致认为中德制造业产业链契合度高、合作根基深厚，期待以本届论坛为契机，持续打通政企、企企对接通道，推动双向产业投资、技术协同和人才交流走深走实。

The forum was organized by NRW.Global Business, and co-organized by the China-EU Business Alliance, the Qingdao Municipal Bureau of Commerce, the Qingdao Foreign Affairs Office, and the Qingdao Sino-German Ecopark. Zhang Xinzhu, Deputy Director of the Department of Commerce of Shandong Province; Gao Shanwu, Deputy Secretary of the Party Working Committee of Qingdao West Coast New Area and Director of the Administrative Committee of Qingdao Pilot Free Trade Zone and Qingdao Sino-German Ecopark; Asif Halilovic, Commercial and Industrial Counselor of the Economic Section of the German Embassy in China; and Zhang Weiwu, Vice President of Industrial and Commercial Bank of China, attended the event and delivered speeches. Drawing from the trends in Sino-German economic and trade cooperation, Qingdao's industrial platform advantages for cooperation with Germany, and cross-border financial support systems, the speakers shared their perspectives and agreed that the manufacturing supply chains of China and Germany are highly complementary and built on a solid foundation of cooperation. They expressed the hope that this forum would serve as an opportunity to continuously facilitate communication channels between governments and enterprises, and between companies, thereby deepening two-way industrial investment, technological collaboration, and talent exchanges.

论坛上，青岛中德生态园和德国北威州国际商务署分别进行了主题推介。北威州商务署代表详细介绍了该州的产业布局、营商环境、扶持政策及对华合作规划，深入解读德国区域市场特色与企业合作机遇；青岛中德生态园管委会相关负责人则围绕片区产业规划、外资服务体系、人才政策和供应链配套等内容作全面推介，系统展示片区承接德资落地、服务中企出海的综合实力，诚邀海内外企业携手合作、共赢发展。

During the forum, the Qingdao Sino-German Ecopark and NRW.Global Business each delivered thematic presentations. Representatives from NRW.Global Business provided detailed introductions to the state's industrial layout, business environment, support policies, and plans for cooperation with China, offering in-depth insights into the regional market characteristics of Germany and opportunities for corporate collaboration. Officials from the Qingdao Sino-German Ecopark Administrative Committee presented comprehensive information on the park's industrial planning, foreign investment service systems, talent policies, and supply chain support, systematically demonstrating the park's overall capabilities in facilitating the settlement of German capital and supporting Chinese enterprises in going global. They sincerely invited domestic and international companies to join hands for cooperative and win-win development.

圆桌发言环节，与会代表围绕德国企业在华本土发展现状、中资企业在德发展前景，以及本土化合规与环境社会治理典型案例等议题展开深入研讨。17家中德企业代表先后发言，结合自身经营实践，就产能布局、人才属地化、供应链协同、合规管理、绿色低碳转型、环境社会治理体系落地等热点议题进行交流，分享经验与发展思考。

During the roundtable discussion, participants engaged in in-depth deliberations on topics such as the current state of German companies' localization in China, the prospects for Chinese enterprises in Germany, and typical cases of localization compliance and ESG practices. Representatives from 17 Chinese and German companies shared their experiences and insights on capacity planning, talent localization, supply chain coordination, compliance management, green and low-carbon transformation, and the implementation of ESG systems, drawing from their own business practices.

赢创工业、英飞凌、贺利氏、博世、敦豪、海拉、莱茵TÜV、科乐收、欧绿保、克诺尔等11家德国知名跨国企业高管在发言中分享了扎根中国市场多年的本土化运营成果。他们表示，中国完备的产业链条、广阔的消费市场以及持续优化的对外开放环境，为企业发展提供了有力支撑，企业将持续加大在华布局，深化本土化改造，践行合规经营与可持续发展理念。海信、海尔智家、青岛特锐德、青岛鸿裕吉轨道交通、青岛英联精密模具等6家本土企业代表，则从“出海”视角出发，分析中国企业开拓德国市场的机遇与挑战，介绍海外本土化团队搭建、市场拓展和合规运营的策略与经验，表达了深耕德国市场、深化中德产业协作的信心。多元观点碰撞交融，为在场企业破解本土化发展难题提供了丰富参考。

Executives from 11 well-known German multinational corporations—including Evonik, Infineon, Heraeus, Bosch, DHL, Hella, TÜV Rheinland, CLAAS, ALBA, and Knorr-Bremse—shared their localization achievements from years of deep engagement in the Chinese market. They noted that China's complete industrial chain, vast consumer market, and continuously improving opening-up environment have provided strong support for their business development. They affirmed their commitment to expanding their presence in China, deepening localization efforts, and upholding compliance management and sustainable development principles. Representatives from six local enterprises—Hisense, Haier Smart Home, Qingdao TGOOD, Qingdao Hongyuji Rail Transit, and Qingdao Yinglian Precision Mould—offered perspectives from the "going global" angle, analyzing the opportunities and challenges for Chinese companies entering the German market. They shared strategies and experiences in building overseas local teams, market expansion, and compliance operations, expressing confidence in cultivating the German market and deepening Sino-German industrial collaboration. The diverse viewpoints exchanged provided valuable references for participating companies seeking solutions to localization challenges.

作为国内对外开放的重要窗口，青岛与德国经贸合作密切，累计在青设立的德资项目已超过450个，德国也是青岛在欧洲最大的贸易伙伴国和外资来源地。本次圆桌论坛依托第七届跨国公司领导人青岛峰会的平台优势，进一步拉近了中德政企之间、企业之间的距离，畅通了双向合作渠道。山东企业特别是青岛企业，既可以在家门口对接德国等全球资源，也可通过峰会搭建的桥梁，加速融入全球产业链、供应链和创新链，实现创新合作与发展。

As a significant window for China's opening-up, Qingdao maintains close economic and trade ties with Germany, with over 450 German-invested projects established in the city. Germany is also Qingdao's largest trading partner and source of foreign investment in Europe. Leveraging the platform advantages of the 7th Multinationals Summit in Qingdao, this roundtable further bridged the gap between Chinese and German governments and enterprises, facilitating two-way cooperation channels. Shandong enterprises, particularly those in Qingdao, can not only connect with global resources such as Germany at their doorstep but also, through the bridge established by the summit, accelerate their integration into global industrial, supply, and innovation chains, achieving innovative cooperation and development.

Looking ahead, Qingdao will continue to leverage its advantages in cooperation with Germany, enhance service capabilities, and improve the business environment to attract more high-quality German enterprises to invest, operate, and thrive in the city, sharing in China's vast consumer market. It will encourage German multinationals to increase their investment and presence in China, providing quality goods and services while exploring new growth opportunities. At the same time, Qingdao will fully support local enterprises in expanding into the German market, driving industrial upgrading through high-level two-way opening-up, and striving to become a national benchmark for Sino-German cooperation, injecting sustained industrial momentum into the deepening of the comprehensive strategic partnership between China and Germany.
