山东—东盟住房城乡建设领域合作洽谈会在青岛举办

6月16日下午，山东—东盟住房城乡建设领域合作洽谈会在山东青岛国际会议中心成功举办。本次会议是第七届跨国公司领导人青岛峰会的平行论坛，以“精准对接、共谋合作”为主题，由山东省住房和城乡建设厅承办，来自山东和东盟国家的政府代表、企业高管、商协会负责人及新闻媒体共计120余名嘉宾齐聚一堂，携手推动山东与东盟在住建领域双向奔赴、合作共赢。

On the afternoon of June 16, the Shandong-ASEAN Cooperation Symposium on Housing and Urban-Rural Construction was successfully held at the Qingdao International Convention Center in Shandong Province. As a parallel forum of the 7th Summit for Leaders of Multinational Corporations in Qingdao, the event themed Precise Docking for Win-Win Cooperation was undertaken by the Department of Housing and Urban-Rural Development of Shandong Province. More than 120 guests, including government representatives, senior corporate executives, chamber of commerce officials and journalists from Shandong and ASEAN countries, gathered to promote two-way exchanges and win-win cooperation between Shandong and ASEAN in the housing and urban-rural construction sector.

山东省人大常委会副主任宋军继，住房城乡建设部计划财务与外事司副司长、一级巡视员李喆，山东省住房和城乡建设厅厅长任海涛，山东省人大常委会办公厅副主任李文高，山东省商务厅副厅长崔洪光，山东省住房和城乡建设厅副厅长刘明伟出席会议。马来西亚发林集团、新加坡盛裕集团、康恒国际有限公司、老挝VK集团、戴德梁行有限公司、新加坡企业发展局以及马来西亚山东总商会、泰国山东总商会、越南中国总商会、印度尼西亚山东总商会等10多位跨国公司和商协会代表参会交流。

Song Junji, Deputy Director of the Standing Committee of Shandong Provincial People's Congress; Li Zhe, Deputy Director and First-Class Inspector of the Department of Planning, Finance and Foreign Affairs, Ministry of Housing and Urban-Rural Development of the People's Republic of China; Ren Haitao, Director of the Department of Housing and Urban-Rural Development of Shandong Province; Li Wengao, Deputy Director of the General Office of Shandong Provincial People's Congress; Cui Hongguang, Deputy Director of Shandong Provincial Department of Commerce; and Liu Mingwei, Deputy Director of the Department of Housing and Urban-Rural Development of Shandong Province attended the symposium. Representatives from over a dozen multinational corporations and chambers of commerce participated in exchanges, including Malaysia's Farlim Group, Singapore's Surbana Jurong Group, Everbright International Limited, Laos VK Group, Cushman & Wakefield, Enterprise Singapore, as well as the General Chamber of Commerce of Shandong in Malaysia, Thailand, Vietnam and Indonesia.

宋军继副主任在致辞中表示，山东是中国东部沿海的人口大省、文化大省、经济大省，也是住房城乡建设大省，与东盟地方间合作源远流长，双方政府高层交往密切，经贸合作成果丰硕，工程建设亮点纷呈，人文交流不断加强。希望山东与东盟以本次合作洽谈会为契机，共建友好交往新平台，共拓绿色发展新空间，共创产业协作新格局，共筑人才共育新纽带，推动实现更高水平的互利共赢。山东将以最优营商环境、最全服务保障，为各方朋友在鲁发展保驾护航。

In his address, Song Junji stated that Shandong, a major province in eastern China boasting a large population, profound cultural heritage and robust economy, also enjoys remarkable strengths in housing and urban-rural construction. The province has a long-standing cooperative relationship with local authorities across ASEAN, featuring frequent high-level government exchanges, fruitful economic and trade outcomes, landmark engineering projects and deepening people-to-people ties. He proposed that both sides should take this symposium as an opportunity to build a new platform for friendly exchanges, explore new space for green development, foster a new landscape for industrial collaboration and forge new bonds for joint talent training, so as to achieve higher-level mutual benefit. Shandong will offer an optimal business environment and comprehensive service guarantees to safeguard the sound development of all partners in the province.

李喆副司长在致辞中指出，当前，中国城镇化正从快速增长期转向稳定发展期，东盟正处于城镇化快速发展阶段，双方住房城乡建设领域合作空间十分广阔。希望山东与东盟以工程建设为桥、以合作项目为媒、以真心真情相系，筑牢友好交往之基，把稳团结合作之舵，拓宽互利共赢之路，共同谱写中国—东盟全面战略伙伴关系的“建设篇章”。

Li Zhe pointed out in his speech that China’s urbanization has shifted from rapid expansion to steady development, while ASEAN is experiencing fast-paced urbanization, unlocking broad cooperation prospects in housing and urban-rural construction. He hoped Shandong and ASEAN could build solid friendship based on engineering projects and sincere communication, steer pragmatic collaboration forward, expand avenues for mutual benefit, and jointly write a new chapter of infrastructure cooperation under the China-ASEAN Comprehensive Strategic Partnership.

任海涛厅长在主持会议时强调，省住房城乡建设厅将做好政策衔接和服务保障，积极促成双方在新城新区建设、“好房子”建设、基础设施建设、绿色建材、工程标准互认等方面进一步深化合作，共享技术创新红利和有益经验做法，为推动双方住建事业高质量发展做出更大贡献。

Presiding over the event, Director Ren Haitao stressed that the provincial housing and urban-rural development department will strengthen policy coordination and service support to deepen bilateral cooperation in the construction of new towns and districts, high-quality residential development, infrastructure projects, green building materials and mutual recognition of engineering standards. Both sides will share dividends from technological innovation and proven best practices to drive high-quality development of the construction industry on both sides.

会前，宋军继副主任会见了部分与会嘉宾。在专题推介环节，参会人员观看了山东省建筑业“齐鲁建造”品牌宣传片，刘明伟副厅长向与会嘉宾介绍了全省住房城乡建设事业发展情况，集中展示了在产业培育、品质提升、城市建设管理、绿色低碳转型、优化营商环境等方面的典型经验和突出成效。

Prior to the symposium, Deputy Director Song Junji met with several participating guests. During the special promotion session, attendees watched the promotional video for Bilu Construction, the public brand of Shandong’s construction sector. Deputy Director Liu Mingwei briefed guests on the development of housing and urban-rural construction across Shandong, showcasing typical experience and outstanding achievements in industrial cultivation, quality upgrading, urban governance, green and low-carbon transition and business environment optimization.

主题演讲环节干货满满、精彩纷呈。中国东盟商务协会总会副会长、马来西亚发林集团执行董事林珠德分享了对山东与东盟在建筑及城市发展领域合作的独到见解，就双方进一步深化合作提出三条具体路径；新加坡盛裕集团中国区总裁张祺聚焦新加坡城市发展迭代和活力，展示了城市更新方面的先进经验和典型案例；康恒国际有限公司总经理詹亮围绕企业在固废管理国际化进程中的探索与实践，总结了与山东企业携手共拓全球市场的合作经验；老挝VK集团董事长张珂分析了东盟基建蓝海与老挝市场机遇，提出了双方合作的四个方向；山东省海外工程建设发展促进会会长、青建集团股份公司董事会执行主席王贤茂结合回顾“国际化、本土化、一体化”出海发展道路，解读了发挥桥梁纽带作用、推动全链条企业协同的思路方向。会议还设置洽谈交流环节，邀请部分嘉宾对山东建筑业企业关心的问题做了更为深入的解答。

The keynote session delivered insightful and splendid sharing. Lin Zhude, Vice President of the China-ASEAN Business Council and Executive Director of Malaysia’s Farlim Group, shared unique insights into bilateral cooperation in construction and urban development and put forward three concrete pathways for deeper collaboration. Zhang Qi, President of Surbana Jurong China, elaborated on Singapore’s iterative urban development and vitality by presenting advanced experience and classic cases in urban renewal. Zhan Liang, General Manager of Everbright International Limited, reviewed the company’s practices in the international solid waste management sector and summarized its experience in exploring global markets alongside Shandong enterprises. Zhang Ke, Chairman of Laos VK Group, analyzed the blue-ocean infrastructure market in ASEAN and investment opportunities in Laos, proposing four key directions for bilateral cooperation. Wang Xianmao, President of Shandong Overseas Engineering Construction Development Promotion Association and Executive Chairman of Qingjian Group Co., Ltd., reviewed the company’s overseas development strategy of internationalization, localization and integrated operation, and elaborated on how to act as a bridge to drive coordinated development of the whole industrial chain. A special matchmaking session was also arranged for guests to provide in-depth replies to questions raised by Shandong construction enterprises.

会上，山东省海外工程建设发展促进会与老挝山东商会、泰国山东总商会、马来西亚山东总商会签署了合作协议，为各方后续常态化合作奠定了坚实基础。

At the event, the Shandong Overseas Engineering Construction Development Promotion Association signed cooperation agreements with the Shandong Chamber of Commerce in Laos, the General Chamber of Commerce of Shandong in Thailand and the General Chamber of Commerce of Shandong in Malaysia, laying a solid foundation for regularized cooperation in the future.
