枣庄两项案例亮相联合国可持续发展高级别政治论坛

2026年联合国可持续发展高级别政治论坛（High-level Political Forum on Sustainable Development，HLPF）于2026年7月7日至16日在美国纽约联合国总部举行。中国可持续发展研究会代表参加论坛并在一般性辩论发言，围绕社会组织支持山东枣庄等城市开展可持续发展目标本地化实施、促进地方创新实践和加强国际经验交流等工作，介绍了中国科技社团服务地方可持续发展、参与全球可持续发展治理的积极实践，并向大会推介了《中国落实2030年可持续发展议程目标11评估报告：中国城市人居蓝皮书2020-2025案例集》（China's Implementation of Goal 11 of the 2030 Agenda for Sustainable Development: Blue Book on Urban Human Settlements in China – Selected Practice Cases（2020-2025））。枣庄国家可持续发展议程创新示范区（简称“国创区”）两项案例“乡村振兴战略视域下人居建设发展研究”“乡村振兴背景下人居环境整治与产业发展研究”入选案例集，在联合国可持续发展高级别政治论坛进行推介。

The 2026 United Nations High-level Political Forum on Sustainable Development (HLPF) was held at UN Headquarters in New York from July 7 to 16, 2026. Representatives from the Chinese Society for Sustainable Development participated in the Forum and delivered a statement in the general debate. Focusing on the efforts of social organizations in supporting the localized implementation of the Sustainable Development Goals (SDGs) in cities such as Zaozhuang in Shandong Province, promoting local innovative practices, and strengthening international experience-sharing, they introduced the active practices of Chinese scientific and technological societies in supporting local sustainable development and participating in global sustainable development governance. They also presented to the Forum the report China's Implementation of Goal 11 of the 2030 Agenda for Sustainable Development: Blue Book on Urban Human Settlements in China – Selected Practice Cases (2020–2025). Two cases from the Zaozhuang National Innovation Demonstration Zone for Sustainable Development Agenda — "Research on the Development of Human Settlements under the Strategy of Rural Revitalization" and "Research on the Improvement of Living Environment and Industrial Development in the Context of Rural Revitalization" — were selected for inclusion in the case collection and were promoted at the HLPF.

两篇案例均以枣庄国创区建设为核心背景，集中反映了枣庄市在破解农业资源价值转化不充分、乡村发展要素集聚不足两大瓶颈问题上的系统解决方案，从国际视角系统呈现乡村振兴战略背景下推进人居环境发展的整体路径以及农村人居环境整治与产业发展的协同实践，充分展现枣庄市推进乡村可持续发展的探索成效，进一步提升枣庄国创区的国际知名度与影响力，为枣庄市深化可持续发展领域国际交流合作、吸收借鉴全球先进经验搭建了重要桥梁。

Both cases are set against the core background of the construction of the Zaozhuang National Innovation Demonstration Zone for Sustainable Development Agenda. They systematically present the comprehensive solutions adopted by Zaozhuang City to address the two major bottlenecks of insufficient transformation of agricultural resource value and weak aggregation of factors for rural development. From an international perspective, they systematically present the overall pathway for advancing human settlement development under the rural revitalization strategy and the coordinated practices of rural living environment improvement and industrial development. They fully demonstrate the exploratory achievements of Zaozhuang City in promoting rural sustainable development, further enhancing the international visibility and influence of the Zaozhuang National Innovation Demonstration Zone for Sustainable Development Agenda, and building an important bridge for deepening international exchanges and cooperation in the field of sustainable development and drawing on advanced global experience.

联合国可持续发展高级别政治论坛是联合国框架下审议《2030年可持续发展议程》落实进展的最重要机制，由联合国经济及社会理事会（ECOSOC）主持运作。本届论坛以“采取变革性、公平、创新和协调一致的行动，落实《2030年可持续发展议程》及其可持续发展目标，共创人人共享的可持续未来”为主题，对“SDG目标6—确保为所有人提供水和卫生设施并对其进行可持续管理；目标7—确保人人享有负担得起、可靠、可持续和现代的能源;目标9—建设有风险抵御能力的基础设施、促进包容的可持续工业，并推动创新；目标11—建设包容、安全、有风险抵御能力和可持续的城市及人类住区；目标17—加强执行手段、重振可持续发展全球伙伴关系。”等五项可持续发展目标进行了深入审查。

The High-level Political Forum on Sustainable Development is the most important mechanism under the United Nations framework for reviewing the implementation progress of the 2030 Agenda for Sustainable Development, and it is operated under the auspices of the United Nations Economic and Social Council (ECOSOC). The theme of this year's Forum was "Taking transformative, equitable, innovative, and coordinated actions to implement the 2030 Agenda for Sustainable Development and its Sustainable Development Goals, creating a sustainable future for all." It conducted in-depth reviews of five Sustainable Development Goals: "SDG 6 — Ensure availability and sustainable management of water and sanitation for all; SDG 7 — Ensure access to affordable, reliable, sustainable, and modern energy for all; SDG 9 — Build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation; SDG 11 — Make cities and human settlements inclusive, safe, resilient, and sustainable; and SDG 17 — Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development."

来自联合国机构、各国政府、相关国际组织及社会各界代表围绕可持续发展目标落实、地方行动、科学支撑决策、多利益相关方参与等议题开展交流，共同探讨加快落实《2030年可持续发展议程》的实践路径。（李建国 高希林 张茹）

Representatives from UN agencies, national governments, relevant international organizations, and various sectors of society engaged in exchanges on topics such as SDG implementation, local action, science-based decision-making, and multi-stakeholder participation, jointly exploring practical pathways to accelerate the implementation of the 2030 Agenda for Sustainable Development.
