2026年中非出版合作论坛在山东济南成功举办

2026年是中非开启外交关系70周年，也是“中非人文交流年”。8月28日，首届中非出版合作论坛在山东济南举行。本次论坛由中非出版联盟秘书处单位外语教学与研究出版社（以下简称“外研社”）主办，中国出版协会副理事长、中国图书评论学会会长郭义强，中国出版协会副理事长李朋义，中国出版协会副理事长兼秘书长王利明，中国出版协会常务副秘书长吴宝安，中非出版联盟理事长，外研集团（外研社）党委书记、董事长，外研社社长王芳以及来自中非出版界、学术界及文化界的近百位代表，围绕人工智能赋能中非出版合作与中非文明互鉴两大议题展开深入探讨。多家联盟非方成员机构在线观看论坛直播。论坛由外研社副总编辑彭冬林主持。

2026 marks the 70th anniversary of the establishment of diplomatic relations between China and Africa and is also designated as the "China-Africa Year of People-to-People Exchanges." On August 28, the inaugural China-Africa Publishing Cooperation Forum was held in Jinan, Shandong Province. Hosted by the Foreign Language Teaching and Research Press (FLTRP), the secretariat unit of the China-Africa Publishing Alliance, the forum brought together nearly 100 representatives from the publishing, academic, and cultural sectors of China and Africa. Among the attendees were Guo Yiqiang, Vice Chairman of the Publishers Association of China and President of the China Book Review Society; Li Pengyi, Vice Chairman of the Publishers Association of China; Wang Liming, Vice Chairman and Secretary-General of the Publishers Association of China; Wu Bao'an, Executive Deputy Secretary-General of the Publishers Association of China; Wang Fang, Chairman of the China-Africa Publishing Alliance, Party Secretary and Chairman of FLTRP Group (FLTRP), and President of FLTRP. The discussions focused on two main themes: AI-empowered China-Africa publishing cooperation and China-Africa mutual learning among civilizations. Many African member institutions of the alliance watched the forum live online. The forum was moderated by Peng Donglin, Deputy Editor-in-Chief of FLTRP.

Keynote Forum: AI-Empowered China-Africa Publishing Cooperation – High-Quality Development and Innovative Communication

主旨论坛由北京外国语大学国际新闻与传播学院院长宋毅主持，中国大学出版社协会理事长、中国人民大学出版社党委书记、董事长李永强，肯尼亚长角牛出版有限公司数字业务子公司首席执行官詹姆斯·翁甘加（James Ong´ang´a），湖南出版集团党委委员、中南传媒总经理周亦翔，北京师范大学出版集团党委书记、董事长朱生营，加纳阿达埃克斯教育出版公司社长、非洲出版商联合会副主席阿萨雷·科纳杜·亚莫阿(Asare Konadu Yamoah)现场出席并发言。肯尼亚东非教育出版公司首席执行官基亚里·卡马乌（Kiarie Kamau），塞内加尔非洲新数字出版社合伙人兼出版总监拉明·萨尔（Lamine Sarr），布隆迪悦读出版社中文事务顾问班超（Etienne Bankuwiha）通过视频参加论坛并发言。

The keynote forum was moderated by Song Yi, Dean of the School of International Journalism and Communication at Beijing Foreign Studies University (BFSU). Speakers at the venue included Li Yongqiang, Chairman of the China University Presses Association and Party Secretary and Chairman of China Renmin University Press; James Ong'ang'a, CEO of the Digital Business Subsidiary of Kenya's Longhorn Publishers; Zhou Yixiang, Party Committee Member of Hunan Publishing Group and General Manager of China South Publishing & Media; Zhu Shengying, Party Secretary and Chairman of Beijing Normal University Publishing Group; and Asare Konadu Yamoah, President of Ghana's Adaex Educational Publications and Vice President of the African Publishers Association. Kiarie Kamau, CEO of Kenya's East African Educational Publishers; Lamine Sarr, Partner and Publishing Director of Senegal's Nouvelles Éditions Africaines du Sénégal; and Etienne Bankuwiha, Chinese Affairs Advisor of Burundi's Jubilee Publishing House, participated and delivered speeches via video link.

李永强在发言中指出，人工智能可从打破语言壁垒、实现普惠传播、革新合作范式三方面赋能中非文明互鉴，未来将推动构建人工智能驱动的中非出版合作新生态，助力中非命运共同体建设。

Li Yongqiang noted in his speech that artificial intelligence can empower China-Africa mutual learning among civilizations in three ways: breaking down language barriers, enabling inclusive dissemination, and innovating cooperation paradigms. He expressed that AI would help build a new ecosystem for China-Africa publishing cooperation and contribute to the construction of a China-Africa community with a shared future.

詹姆斯·翁甘加表示，人工智能的价值不在于取代教师，而是把时间还给课堂，让教育回归育人本身。肯尼亚的探索表明，人工智能在非洲并非遥远的概念，而是扎根课堂、服务本国教育目标的现实基础设施需求。

James Ong'ang'a stated that the value of AI lies not in replacing teachers but in returning time to the classroom and allowing education to focus on nurturing individuals. Kenya's experience shows that AI is not a distant concept in Africa but a practical infrastructure need rooted in classrooms and serving national educational goals.

周亦翔表示，将把握人工智能技术变革机遇，围绕内容共创、产业共建、教育合作、品牌共创四大方向深化对非务实合作，以出版为媒助力中非文明交流互鉴。

Zhou Yixiang said that his group would seize opportunities presented by AI technological transformation and deepen practical cooperation with Africa in four areas: content co-creation, industry co-building, educational collaboration, and brand co-development, using publishing as a medium to facilitate China-Africa civilizational exchanges and mutual learning.

朱生营表示，人工智能正在推动中非文明交流提质升级，教育出版要向智能化教育产品、高质量教育服务转型，未来愿与非洲同仁共建共享精品数字教育内容。

Zhu Shengying noted that AI is upgrading and enhancing China-Africa civilizational exchanges, and educational publishing should transition toward intelligent educational products and high-quality educational services. He expressed his willingness to work with African counterparts to build and share premium digital educational content.

阿萨雷·科纳杜·亚莫阿表示，非洲带来语言与文化的多样性，中国带来技术能力与规模经验，双方优势高度互补。他期待在联盟框架下，与中国同行在 AI 出版试点、文学互译与数字化改编、电子书与有声书平台共建等方面展开合作，共同塑造出版业的未来。

Asare Konadu Yamoah emphasized that Africa brings linguistic and cultural diversity while China contributes technological capabilities and scalable experience, making their strengths highly complementary. He looked forward to cooperating with Chinese counterparts within the alliance framework on AI publishing pilot projects, literary translation and digital adaptation, and the joint development of e-book and audiobook platforms, to collectively shape the future of the publishing industry.

基亚里·卡马乌、拉明·萨尔和班超均表示，中非出版合作正面临前所未有的历史机遇，中非出版联盟的成立恰逢其时。以人工智能为代表的新一轮技术变革，为中非图书互译出版和国际中文教育提供了强大驱动力。

Kiarie Kamau, Lamine Sarr, and Etienne Bankuwiha all stated that China-Africa publishing cooperation is facing unprecedented historical opportunities and that the establishment of the China-Africa Publishing Alliance comes at exactly the right time. The new wave of technological transformation, represented by AI, provides strong momentum for Sino-African book translation and co-publication, as well as for international Chinese-language education.

Roundtable Forum: China-Africa Mutual Learning Among Civilizations and Exchange of Governance Experience

圆桌论坛由北京外国语大学非洲学院副院长赵磊主持。中国非洲研究院党委书记周工岱，中国非洲问题研究会常务副会长刘成富，非洲出版商联合会主席、肯尼亚山顶教育出版社董事总经理劳伦斯·恩贾吉（Lawrence Njagi）先后在现场或通过视频发言。喀麦隆智慧出版社社长康麦（Sorelle Edith Kamdem Mague），北京外国语大学非洲学院副教授马秀杰，北京外国语大学非洲学院马达加斯加语外籍教师唐磊 (Mamisoa Rakotoarivony)，尼日利亚青年汉学家李明诚（Chinenye Gerlof Uzodinma），北京外国语大学非洲学院新建语种教研室主任杨若曦围绕中非文明互鉴和治国理政经验交流议题参与论谈。

The roundtable forum was moderated by Zhao Lei, Deputy Dean of the School of African Studies at BFSU. Speakers included Zhou Gongdai, Party Secretary of the China-Africa Research Institute; Liu Chengfu, Executive Vice President of the China-Africa Studies Association; and Lawrence Njagi, President of the African Publishers Association and Managing Director of Kenya's Mountain Top Publishers, who spoke on-site or via video. Other participants in the discussion included Sorelle Edith Kamdem Mague, President of Cameroon's Éditions Savoir; Ma Xiujie, Associate Professor at BFSU's School of African Studies; Mamisoa Rakotoarivony (Tang Lei), a Malagasy-language foreign teacher at BFSU's School of African Studies; Chinenye Gerlof Uzodinma (Li Mingcheng), a Nigerian young sinologist; and Yang Ruoxi, Director of the New Language Teaching and Research Section at BFSU's School of African Studies. They engaged in discussions on China-Africa mutual learning among civilizations and the exchange of governance experience.

周工岱建议推动人工智能技术的全链条赋能，在成果直译、数字基建、人才培育、文化传播领域构建长效机制，提升中非治国理政经验交流质量，助力新时代全天候中非命运共同体构建。

Zhou Gongdai proposed promoting full-chain AI empowerment and establishing long-term mechanisms in direct translation of outcomes, digital infrastructure, talent cultivation, and cultural dissemination to enhance the quality of China-Africa governance experience exchanges and support the building of a new era all-weather China-Africa community with a shared future.

刘成富呼吁，通过译介传播以非洲法语文学为代表的非洲文化作品，还原非洲真实社会面貌与历史文明脉络，希望中非出版联盟以自主知识体系构筑中非命运共同体，为世界和平稳定贡献力量。

Liu Chengfu called for translating and disseminating African cultural works, particularly Francophone African literature, to present an authentic picture of African society and its historical and civilizational lineage. He expressed hope that the China-Africa Publishing Alliance would help build a China-Africa community with a shared future through an independent knowledge system and contribute to world peace and stability.

劳伦斯·恩贾吉表示，将共同推动更多图书互译和联合出版项目，同时让优质教育资源广泛惠及，呼吁中非携手写就出版合作的崭新篇章。

Lawrence Njagi expressed his commitment to jointly promoting more book translation and co-publication projects while making quality educational resources widely accessible. He called on China and Africa to join hands in writing a new chapter in publishing cooperation.

马秀杰、杨若曦、唐磊、康麦、李明诚分享了学习非洲语言和中文的体会，也坦诚交流了中非当前在教材建设、学术研究、数字出版等方面存在的问题。马秀杰和杨若曦探讨了中非语言教学合作在促进文明互鉴中的基础性作用，以及如何通过教材合作开发与数字化平台建设，为中非语言文化交流搭建更加便捷的通道。唐磊指出，中非文明交流可以为非洲传统文化与现代发展结合提供可参考的中国经验，激活非洲本土智慧。康麦和李明诚分享了非洲民众对中国的认识与思考，指出青年是中非治理互鉴的关键主体，应推动中非青年从单纯的交流参与者转变为共同解决发展问题的治理行动者，在知识共创中深化中非文明互鉴的实际价值。

Ma Xiujie, Yang Ruoxi, Tang Lei, Sorelle Edith Kamdem Mague, and Li Mingcheng shared their experiences learning African languages and Chinese, and openly discussed current challenges in textbook development, academic research, and digital publishing between China and Africa. Ma Xiujie and Yang Ruoxi explored the foundational role of China-Africa language teaching cooperation in facilitating mutual learning among civilizations and discussed how collaborative textbook development and digital platform construction could create more convenient channels for China-Africa language and cultural exchanges. Tang Lei noted that China-Africa civilizational exchanges could provide China's experience as a reference for integrating African traditional culture with modern development, thereby activating indigenous African wisdom. Sorelle and Li Mingcheng shared African perspectives on China, pointing out that young people are key actors in China-Africa governance mutual learning. They called for transforming young people from mere participants in exchanges to active agents in jointly solving development problems, deepening the practical value of China-Africa mutual learning among civilizations through knowledge co-creation.

联盟启航：构建中非出版合作共同体

Alliance Launch: Building a China-Africa Publishing Cooperation Community

当日，中非出版联盟正式成立，首批成员汇聚81家机构，其中中方49家、非方32家，覆盖19个非洲国家。论坛上，郭义强、李朋义、王利明、吴宝安四位中国出版协会领导向43家在场联盟成员代表颁发成员证书。

On the same day, the China-Africa Publishing Alliance was officially established, with 81 founding member institutions, including 49 Chinese and 32 African members, covering 19 African countries. At the forum, four leaders of the Publishers Association of China—Guo Yiqiang, Li Pengyi, Wang Liming, and Wu Bao'an—presented membership certificates to representatives of 43 alliance members present at the venue.

外研社、汉考国际和喀麦隆非洲教育出版社还举行了《新HSK教程》法语版签约仪式，这是《新HSK教程》首次系统化进入非洲市场，也是中非出版联盟下的第一个出版合作项目。

FLTRP, Hanban International, and Cameroon's African Education Press also held a signing ceremony for the French-language edition of the New HSK Textbook Series. This marks the first systematic entry of the New HSK Textbook Series into the African market and represents the first publishing cooperation project under the China-Africa Publishing Alliance.

论坛期间，与会代表围绕版权贸易、数字出版、人文交流等议题展开深入研讨，达成多项合作共识。未来，中非出版界将以此次论坛为起点，以中非出版联盟为平台，持续深化文明互鉴与知识共享，为构建新时代全天候中非命运共同体贡献出版力量。（李建国）

During the forum, participants engaged in in-depth discussions on topics such as copyright trade, digital publishing, and people-to-people exchanges, reaching multiple cooperation consensuses. In the future, the China-Africa publishing community will take this forum as a starting point and the China-Africa Publishing Alliance as a platform to continue deepening mutual learning among civilizations and knowledge sharing, contributing publishing power to the building of a new era all-weather China-Africa community with a shared future.
