“第七次中国—中东欧国家地方领导人会议暨2026山东国际友城合作交流周”成功举办

2026年5月25日至29日，由山东省人民政府、中国—中东欧国家合作秘书处、中国—中东欧国家地方省州长联合会主办的“第七次中国—中东欧国家地方领导人会议暨2026山东国际友城合作交流周”成功举办。来自44个国家及国内15个省（区、市）的600余名中外嘉宾相聚齐鲁，共商合作、共襄盛举、共创未来。

本次中东欧地方会暨山东友城周，以“携手同行 共创未来”为主题，举办了开幕式、中国—中东欧国家地方领导人对话会、省州长高端对话、高质量发展综合推介会、企业对接洽谈会等23场活动，深化拓展山东与中东欧国家、国际友城的全方位、宽领域、精准化交流合作，推动实现更高水平互利共赢、协同发展。

在中东欧地方会暨山东友城周开幕式上，北马其顿副总理兼族际关系部部长斯托伊尔科维奇、塞尔维亚副总理兼经济部部长梅萨罗维奇、波黑议会代表院副主席查瓦拉、黑山议会副议长努尔科维奇等多位嘉宾出席并致辞；举办友人访谈、成果发布等活动，全景展现中国—中东欧国家地方合作、山东与国际友城合作的成就与机遇，进一步推动山东与友城丰富合作成果、提升开放能级。

阿尔巴尼亚副议长斯巴修也出席相关活动。

中国—中东欧国家地方领导人对话会，修订了《中国—中东欧国家地方省州长联合会章程》，发布了《济南共识》，推动中国—中东欧国家合作机制提质升级。省州长高端对话，山东省领导与4位友好省州长围绕“绿色低碳·共生共赢—共建高质量发展伙伴关系”主题，分享绿色发展经验，凝聚深化绿色低碳领域合作系列共识。

活动坚持“经济外事”鲜明导向，举办高质量发展综合推介会，宣介山东发展机遇，增进彼此深度了解，进一步碰撞合作“火花”。举办企业对接洽谈会，组织来自国内外的100余家新能源、数字经济、医疗康养等领域企业精准洽谈，推动取得更多务实成果。举办中国—中东欧国家现代农业科教创新联盟2026年年会、中东欧科教产融合与产业人才培养对话会等，进一步深化了与中东欧国家在农业、科技、产业、人才等领域的全链条合作。

在“走进山东”经贸人文系列活动中，外宾深入济南、淄博、济宁、泰安、临沂、德州、聊城、滨州等地参访。参访期间，在淄博举办“中东欧国家地方领导人淄博行暨‘相聚淄博’第三届国际友好周”交流推介会，在滨州举办2026国际青年交流大会暨“滨企创世界”经贸对接会，在临沂举办临沂商城主题推介会暨“友聚临沂 商通四海”产业对接会，在聊城举办“山东—中东欧国家现代农业推介分享会”等。通过深挖各市特色资源禀赋，实现了省市深度联动、资源互通共享，并有效拉近了中外民众的民心纽带。

活动期间，还举办了友城好品展示、特色农机展示，依托实物展示、现场互动等，展现山东硬核制造实力、深厚文化底蕴。举办“友城之夜”专场音乐会，以乐为媒，增进相知相亲。

此次中东欧地方会暨山东友城周，彰显出高端化、多样化、务实化、协同化的鲜明特点，起到了深化交流、扩容渠道、赋能合作、聚力共赢等重要作用。依托此次活动，山东与白俄罗斯明斯克州、希腊爱奥尼亚省、多哥滨海大区、乌兹别克斯坦吉扎克州建立了友好合作关系，山东的国际“朋友圈”达到93对友好省州、681对友好城市，覆盖109个国家；举办与澳大利亚南澳州、美国康涅狄格州结好等系列庆祝活动，落地中国—希腊智慧绿色农业联合实验室等项目。（李建国 李洪滨 李纯一雪）

From May 25 to 29, 2026, the 7th China–CEEC Local Leaders’ Meeting and 2026 Shandong International Friendship Cities Cooperation and Exchange Week, hosted by Shandong Provincial People’s Government, the Secretariat of Cooperation between China and Central and Eastern European Countries, and China-CEEC Association of Provincial Governors, was successfully held. More than 600 Chinese and international guests from 44 countries and 15 provinces, autonomous regions and municipalities across China gathered in Shandong to advance cooperation, share opportunities and shape the future together.

Under the theme “Shaping the Future Together,” the event featured 23 activities, including the Opening Ceremony, China–CEEC Local Leaders’ Dialogue, Governors’ Dialogue, High-Quality Development Promotion Session, and Business Matchmaking. The event further expanded all-round and targeted exchanges and cooperation between Shandong and CEECs as well as international friendship cities, promoting higher-level of mutually beneficial cooperation and coordinated development.

Several distinguished guests attended the opening ceremony and delivered remarks, including Ivan Stoilkovikj, Deputy Prime Minister and Minister for Inter-Community Relations of North Macedonia, Adrijana Mesarović, Deputy Prime Minister and Minister of Economy of Serbia, Marinko Čavara, Deputy Speaker of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina, and Mirsad Nurković, Vice-President of the Parliament of Montenegro. Activities such as friends talk and outcome release were also held, showcasing the achievements and opportunities of China–CEEC local cooperation as well as collaborations between Shandong and its international friendship cities, further enriching concrete outcomes and enhancing Shandong’s level of opening-up.

Klodiana Spahiu, Deputy Speaker of the Parliament of Albania, also attended related events.

During the China–CEEC Local Leaders’ Dialogue, participants revised the Charter of the China-CEEC Association of Provincial Governors and released the Jinan Consensus, further upgrading the China–CEEC cooperation mechanism. At the Governors’ Dialogue, a leader of Shandong and governors from four friendship provinces and states exchanged views on the theme “Green Progress and Shared Success: Partnerships for High-Quality Development,” sharing experiences in green development and building consensus on deepening cooperation in green and low-carbon sectors.

With the goal of “boosting economic outcomes through international events,” the High-Quality Development Promotion Session was held to present Shandong’s development opportunities, deepen mutual understanding, and spark new cooperation opportunities. Business Matchmaking brought together more than 100 enterprises from home and abroad in sectors such as new energy, digital economy, healthcare and wellness for targeted exchanges, facilitating more practical cooperation outcomes. Events including the 2026 Annual Meeting of China–CEEC Modern Agricultural Science and Education Innovation Alliance and the CEEC Dialogue on the Integration of Science, Education and Industry & Industrial Talent Cultivation further deepened full-chain cooperation in agriculture, science and technology, industry and talent development.

As part of the “Tours in Shandong” site visits, international guests visited cities including Jinan, Zibo, Jining, Tai’an, Linyi, Dezhou, Liaocheng and Binzhou. During the visits, Zibo hosted the Promotion Session of the CEEC Local Leaders’ Visit to Zibo & the 3rd “Meet You in Zibo” International Friendship Week; Binzhou hosted the 2026 Global Youth Conference & “Binzhou Enterprises Going Global” Business Matchmaking; Linyi held the Linyi Trade City Sourcing Conference and “Gather in Linyi, Deliver to the World” Industrial Matchmaking; and Liaocheng organized the “Shandong–CEEC Modern Agriculture Promotion and Sharing Session.” By leveraging the distinctive strengths and resources of various cities, the programs strengthened coordination between provincial and city level governments, enabled resource sharing and built stronger people-to-people bonds between China and the world.

During the event, exhibitions such as “Best of Friendship Cities” Exhibition and Agricultural Machinery Exhibition were also held. Through physical displays and interactive experiences, the exhibitions highlighted Shandong’s strong manufacturing capabilities and profound cultural heritage. The “Melodies of Friendship Cities” Concert was staged to foster mutual understanding and friendship through music.

The event demonstrated distinctive features of high-level engagement, diversity, practicality and coordinated development, playing an important role in deepening exchanges, expanding cooperation channels, empowering collaboration and achieving mutual benefit. Through the event, Shandong established friendly cooperative relations with Minsk Region of Belarus, the Ionian Islands Region of Greece, Maritime Region of Togo, and Jizzakh Region of Uzbekistan. Shandong’s international friendship network has now expanded to 93 pairs of friendship provinces and states, and 681 pairs of friendship cities across 109 countries. A series of celebration events were also held to mark Shandong’s friendship relations with South Australia and Connecticut, while projects such as the China–Greece Joint Laboratory on Smart Green Agriculture were launched.
